Two weekends before I flew to Vietnam I had finally managed to sit and read a traveller’s guidebook on Vietnam (for the past weekends I was happily stuck on the book ‘The Girl With The Dragon Tattoo’ by Stieg Larsson and I couldn’t read any other book but this.) and read a phrase that all foreign nationals need a visa to enter Vietnam. Given the fact that Vietnam is a communist country and recalling my then Irish boss got a Vietnam visa for his three-day stay in Ha Noi earlier in May, I didn’t question my own case. Therefore, even while I was online-chatting to my two Korean friends that night – one who stayed in Vietnam for a couple of months in early 2005 and the other who was going to travel Vietnam right after I leave the country last month, I mentioned nothing about visa and nor did they. I guess they probably didn’t even think about it assuming that I had checked it already.
베트남으로 떠나기 전까지 두 번의 주말만을 남겨두고서야 제대로 앉아 여행책을 읽을 짬을 내었다. (그 전 몇 주간은 스티그 라르손의 ‘여자를 증오한 남자들’을 읽느라 기꺼이 이 책에 푹 빠져 있었다.) 그러다 책에서 베트남을 방문하는 모든 외국인은 비자가 필요하다는 구절을 읽었다. 베트남이 공산국가이고 지난 5월에 우리 아이리쉬 보스가 3일 동안 하노이에 머물기 위해 비자를 받았던 것도 봐서 난 나의 경우에 대해 전혀 의문을 갖지 않았다. 그래서 심지어는 그 날 저녁 한국에 있는 친구 두 명과 채팅을 하면서도 – 한 명은 2005년 초에 베트남에 몇 달 동안 살았었고, 다른 친구는 내가 베트남 떠남과 동시에 베트남 여행을 계획하고 있었다 – 비자에 대해서는 얘기도 안 꺼냈고 걔네도 마찬가지였다. 짐작컨대 내가 당연히 확인했을 거라 미루어 물을 생각도 안 했을 거다.

So, a stupid story begins now. On the following Monday, as soon as I arrived in the office, I wrote an email to a travel agency and was told in return that it cost 90 SGD for visa applications plus the visa handling fee of 20 SGD subject to 7% of GST. Gee… with this high administerial cost for travelling Vietnam, I should visit as many places and see as many sights as possible, I thought. The agent said the visa would be issued about a week later.
그리하여 나의 초 바보 이야기가 이제 시작된다. 다음 날 월요일 나는 출근하자마자 여행사에 이메일을 썼고, 비자 신청비가 싱가폴 달러로 90달러이고 수수료가 20달러 거기다 상품서비스세로 7%가 부과된다는 답장을 받았다. 이야… 베트남 여행하는 데 드는 행정절차 요금이 이렇게 많이 든다면 이번에 최대한 많이 보고 와야겠다는 생각이 들었다. 여행사 직원은 약 일주일 후면 비자를 받을 수 있을 거라고 했다.

On Friday evening of the week, however, I heard from a colleague of mine a surprising fact about the visa to Vietnam. When there was our company’s event in Ha Noi, she was taking care of some journalists and a Korean participant told her that he didn’t need a visa for a short stay. After I got home, I checked the web site of Korean Ministry of Foreign Affairs and Trade, and… oh my goodness, Korean nationals don’t need a visa to enter Vietnam less than for 15 days. Argh, my 100 dollars and my stupidity!
그런데 토요일 저녁 한 동료로부터 베트남 비자에 관해 깜짝 놀랄 사실을 들었다. 하노이에서 행사가 있었을 때 자기가 기자들 챙기는 일을 했었는데 한국인 참가자가 자기는 단기 체류라서 비자가 필요없다 했었다는 거다. 집에 돌아와서 외교통상부 홈페이지를 확인했더니… 헉, 한국인은 15일 이하의 체류일 경우 베트남 비자가 필요없다는 것이다. 아, 내 100달러! 그리고 이 어리석음이여!

On Saturday morning I was trying to reach a travel agent despite the company’s close on weekend and later that afternoon was told by a weekend-duty staff that it would be difficult to cancel my visa application because my document and passport had already been sent to their vendor who directly deals with the Vietnamese Embassy.
토요일 아침, 여행사가 열지 않는다는 것을 알았지만 해당 직원과 통화하려 갖은 방법을 썼는데 결국 오후 늦게 그 날 당직 직원으로부터 비자 신청을 취소하기가 어려울 것 같다는 답변을 받았다. 내 서류와 여권이 베트남 대사관에 직접 통하는 제2의 업체에게 이미 전달됐기 때문이란다.

On Monday, according to the admin staff of my department’s advice, I asked a secretary to seek for any help from our Deputy Executive Director who is Ambassador from Vietnam if there could be any way for me or the travel agency to withdraw my visa application and ultimately get back my money. She reverted to me that as it was public holiday in Vietnam, there was no way for anyone to enter the Embassy thus I should get back my money as well as passport.
월요일 아침에는 부서 행정 담당 직원의 조언에 따라 우리 회사 부총괄책임자인 베트남 대사의 비서에게, 비자 신청을 취소하여 결국에는 내가 환불 받을 수 있는 방법이 있는지 대사께 좀 알아봐달라고 부탁하였다. 그녀가 문의를 한 결과, 그 날이 베트남 공휴일이라 아무도 대사관에 출입할 수 없으니 여권을 비롯해 돈도 돌려받을 수 있을 거라고 했다.

After a couple of phone calls, it was agreed that the travel agency would return me half of the fee I had paid based on mutual irresponsibility – me for not checking the visa requirement beforehand, and them for not double-checking that on my request (the agent said she didn’t further check the visa requirement because I sounded very decisive in my email. I didn’t put any affirmative tone though, it was written as plain and impersonal as the usual business correspondence.).
몇 차례의 통화 끝에 여행사와 결국 합의를 봤다. 상호 부주의로 인한 절반의 책임을 인정해 내가 지불한 돈의 반을 돌려주기로. 나는 비자요건사항을 미리 확인하지 않은 점, 여행사는 내가 요청했을 때 한 번 더 확인하지 않은 점을 인정하기로 한 것이었다. (그 여행사 직원은 확실히 비자가 필요한지 묻지 않은 이유로 내가 이메일에서 너무나 확고하게 얘기했기 때문이라고 했는데, 난 확언적인 투로 쓰지 않았다. 그저 평상시 쓰는 업무 메일처럼 지극히 평범하고 객관적으로 썼다.)

The series of experiences in Bangkok in June left me a kind of trauma, and I was afraid that this incident would be an unlucky omen for my trip to Vietnam. But, eventually, I didn’t have any bad experiences in Vietnam and was even lucky to avoid the Typhoon Ketsana that hit the central Vietnam hard only one week after I left the area.
지난 6월에 방콕에서 겪은 일련의 경험들이 정신적 외상 비스무리하게 남아 난 이 비자 사건이 베트남 여행의 어두운 전조가 될까봐 두려웠다. 하지만 결과적으로 베트남에서 나는 나쁜 일이 하나도 없었다. 심지어는 내가 베트남 중부를 떠난 지 정확히 일주일 만에 태풍 캣사나가 그 지역을 강타했는데 그것 마저도 피했다.
